ColoradoCare would have made Colorado the first state to adopt systemwide health reform by consolidating coverage for most residents under a single nonprofit entity. CHI undertook an in-depth study of the proposal through three reports: an introduction, a financing model and an exploration of ColoradoCare's governance and power structure.
