Primary Care Payment Reform Collaborative

Created through House Bill 19-1233 and convened by the Division of Insurance (DOI), the Primary Care Payment Reform Collaborative develops recommendations to increase investments in high-quality primary care. The Collaborative — whose members include health care providers, insurers, employers, patients, and state and federal agency staff — advises the DOI on the development of affordability standards and suggests targets for health insurance company investments in primary care.

The Collaborative works to advance strategies that:

  • Reduce health care costs
  • Are evidence-based and provide incentives for value rather than volume
  • Sustain infrastructure to deliver advanced primary care that is patient-centered, comprehensive, coordinated, and accessible
  • Direct resources to the patient and practice level that expand the capacity of the primary care system to equitably meet the health needs of patients
  • Sustain advanced primary care delivery models

The Colorado Health Institute has supported the Collaborative by facilitating regular meetings, working with members to reach consensus on recommendations, and drafting recommendations reports. Reports produced by CHI are available on the DOI website.
