Local Ballot Measure Tracker

Interactive graphics and analysis track city and county ballot measures around the state. Sponsored and hosted by the Colorado Health Foundation

October 10, 2025

City and county voters often make important policy decisions at the ballot box. But information about these elections is hard to track because it’s scattered among Colorado’s 64 counties and hundreds of cities.

That’s why The Colorado Health Foundation created the Local Ballot Measure Tracker. Since 2023, CHI has worked with the foundation to collect data for the tracker and create easy-to-follow maps, graphics, and tables tracking policy action on the local ballot. CHI designed a multimethod research plan to gather information well in advance of election day, created a suite of interactive graphics to provide data and analyze ballot measure trends, and produced analytical reports based on our research.

As of mid-2025, the tracker contains information on more than 800 local election issues. This work draws on CHI’s long history of public policy engagement, research skills, and visual storytelling abilities.

CHI has also created two reports using data from the Local Ballot Measure Tracker. A 2024 report looked at how local voters have approached affordable housing. And a 2025 brief shows people how to use the local ballot process to make change in their communities.

Explore the tracker on the Colorado Health Foundation’s website.
