“Sharing the Cost: A Changing Landscape,” looks at the increasing use of consumer cost-sharing in the health insurance market. It provides a broad understanding of the theory and goals of cost-sharing, examines the evidence of its ability to curb costs, and looks at whether cost-sharing impacts the use of health care and, ultimately, health outcomes.
This is the first report in a series is titled “Consumer Engagement and the Health Care System.” The goal of the series is to analyze efforts to improve the quality and efficiency of the health care system through the lens of market-based solutions. The reports will analyze whether more informed and more engaged consumers can help to bend the health care cost curve while improving overall health.
