Projects and Partnerships: Center for the Study of the Safety Net

Colorado's uninsured population

About three-quarters of a million Coloradans, or around 17 percent of the population, report having no health insurance. Those Coloradans at highest risk for being uninsured include: People living below 200 percent of the federal poverty level, young adults, Hispanics, people who work for small firms and individuals with lower educational attainment.

Research demonstrates that being uninsured compromises access to health care services, results in delays in needed care and increases risks for adverse health outcomes. As the number of uninsured grow in Colorado, it calls into question the extent to which the health care "safety net" can absorb the volume.

For these reasons, CHI continues to monitor the uninsured and report findings through periodic reports.

CHI Publication The Magnitude of Underinsurance in Colorado
Almost as many Coloradans are underinsured as uninsured, according to a new brief from The Colorado Trust. Analysis of the 2008-09 Colorado Household Survey shows that 650,000 Coloradans were underinsured and 678,000 were uninsured during that time. Underinsured individuals and families have public or private health insurance coverage that doesn’t cover the costs of medically necessary services, resulting in out-of-pocket expenses that exceed their ability to pay. One notable research finding is the high proportion of Colorado adults age 65 and older who are underinsured – over 20%. CHI provided the analysis for this brief and was administrator for the survey.
