In 2007 Governor Bill Ritter issued an executive order commissioning a study of the evidence and efficacy for expanding the scopes of practice of advanced practice nurses, physician assistants and dental hygienists. CHI served as the research entity for the study which was completed and submitted on December 31, 2008, to the governor who forwarded it to the legislature for review and possible action.

The report reviewed the evidence relating to the scopes of practice of advanced practice nurses, physician assistants and dental hygienists, the settings in which they practice, innovative models of care that employ interdisciplinary teams and the quality of care provided. The study was supported by The Colorado Trust and Caring for Colorado Foundation.
